Algunas de estas agrupaciones organizaron este martes un evento en salas del Congreso para pedir cambios al proyecto, menos de 24 horas despu?de que el Senado abriera formalmente el debate sobre una iniciativa de ley que es producto de un acuerdo de democratas y republicanos, con apoyo de la Casa Blanca.

WHEREAS the National Latino Congreso passed Resolution 3.02 in 2006; and

WHEREAS AB 32 will create jobs, save consumers money, and help build a strong economy for present and future generations while helping to curb global warming pollution; and

WHEREAS between 1998 and 2007, California was home to the greatest number of clean energy economy jobs – a mix of blue and white-collar positions – from electricians, machinists and teachers to scientists and engineers, all manufacturing, delivering and installing clean energy technologies helping recharge the economy while creating a clean energy economy; and

WHEREAS as the economy slowed between 2007-2008, total jobs dropped 1% but green jobs continued to grow 5% in California; and

WHEREAS the energy savings from AB 32's increased efficiency policies are expected to save California more than $20 billion annually by the year 2020; and

WHEREAS AB 32 will bring more private investment to California. In the current economic crisis, businesses are struggling to obtain financing, but AB 32 will drive investment into California's clean energy businesses and energy-related research and development; and

WHEREAS AB 32 will result in increased economic production of $33 billion and increased overall personal income by $16 billion by 2020 in California; and

WHEREAS large and small businesses—including utilities, manufacturers, venture capitalists and small shop owners—have already voiced their support for AB 32. Small Business California, a nonpartisan, grassroots, small-business advocacy organization pushed hard for the passage of and continue to support implementation of AB 32, because it will boost small business competitiveness by reducing energy costs and creating new opportunities for innovation, something nimble smaller companies can excel at; and

WHEREAS AB 32 will protect California from the costs of extreme weather events. California is vulnerable to intensified droughts, wildfires, floods, and sea-level rise associated with climate change, and if we fail to prevent these, Californians and our economy will pay the price; and

WHEREAS California has $2.5 trillion in real estate assets at risk from extreme weather events due to climate change, and it could face $200 million to $1.4 billion in annual water damage costs from climate change and $100 million to $2.5 billion in additional annual fire damage costs, depending on the level of warming over this century; and

WHEREAS AB32 will help California and the nation to development clean sources of energy that will free us from oil dependency and unleash a clean energy revolution; and

WHEREAS air quality and asthma continue to be key concerns in California and threatens our health and the health of our children. AB 32 will help improve air quality and safeguard public health of all Californians; and

1. THEREFORE BE IT RESOLVED that we ask for Members of the 2010 National Latino Congreso and California leaders to support California’s landmark Global Warming Solution Act of 2006 (AB 32), and further we resolve to have members urge public officials to support implementation of AB 32; and

2. FURTHER BE IT RESOLVED that we ask for Members of the 2010 National Latino Congreso and our nation’s leaders to support similar policy efforts as California’s AB32 in other states of our nation; and

3. FURTHER BE IT RESOLVED that the Members of the 2010 National Latino Congreso affirm the Congreso's strong support for California’s AB32 by their support of the 3.02 Global Warming Resolution approved in 2006 and amended in 2008 to address global warming; and

4. FURTHER BE IT RESOLVED that all California attendees of the 2010 National Latino Congreso in support of AB32 show their support of its defense by signing a petition on their way out of this session.
